Governance defines the “who” and “when” of decision-making, reinforces the PMO’s Mandate and the PMO’s Strategy, establishing the policies, procedures, and standards that guide day-to-day PMO operations. It ensures that roles and responsibilities are clearly defined, decision-making authority is understood, and accountability mechanisms are in place to keep the PMO effective and aligned with organizational goals.


PMO Governance is part of the PMO’s value proposition and acts as the operational framework for how the PMO functions. It covers the decision-making process, role assignments, escalation paths, compliance standards, and the rules that guide the PMO’s activities. Strong governance integrates seamlessly with both the PMO’s mandate and the PMO strategy, ensuring that intent translates into consistent execution.

PMO Governance is not a one-time setup. It requires ongoing monitoring, refinement, and adaptation to remain effective. Regular reviews ensure:

  • Adherence to governance policies and procedures across all projects and programs.
  • Redirection of efforts that do not align with governance standards.
  • Alignment of all activities with organizational policies.
